The Obama administration is considering buying a prison in western Illinois to house a limited number of detainees from the U.S. prison in Guantanamo Bay, Cuba, White House officials say. The 1,600-cell Thomson Correctional Facility would also be used for federal prison inmates.

Defense Secretary Robert Gates invokes new powers granted by Congress to prevent the release of photographs depicting foreign detainees abused by U.S. captors. The American Civil Liberties Union had sued for release of the pictures. Gates says public disclosure of the photographs would endanger U.S. citizens, armed forces and government employees deployed overseas.
